Bill has extensive experience across all property sectors but has specialised on Retail.  Bill has considerable experience with Tesco including client liaison, cost studies and development site evaluations. Bill’s strategic and policy making expertise includes contract procedures, VAT procedures and tax depreciation.

Colin Lee BSc, MRICS MCIM - Director

As part of his widely-ranging expertise, Colin provides business development and key systems re-organisation advice for clients, including start-up businesses. He provides particular advice on complex projects and project issues both in a cost and project management capacity. Colin has worked in a large number of business and development sectors including education, commercial, retail, non-retail and mixed use areas.

Martin Plummer BSc, MRICS - Director

Martin is a highly experienced Client Account Manager, providing cost and project management particularly for leisure and commercial developments. He supports the provision of our service to his key Client Accounts for occupiers, owners and property developers.

Martyn Hankin FRICS

Specialist Areas: Major mixed-use and commercial property development
Qualifications: Fellow of the RICS
A senior and highly experienced member of the Spicer team, Martyn has significant experience in commercial and mixed-use property development. He was involved in the privatisation of the former PSA to form Building Property and Facilities Management Ltd and has also held directorships with contracting companies and residential property developers such as the Berkeley Group. His other experience includes the resolution of formal disputes, expert witness work and programme management.
